Marcus created The Corrective Impact Group to bring his extensive years of knowledge and support to the forefront to help businesses and leaders within the criminal justice industry. As the Commissioner and Chief Executive Officer of one of the largest state agencies in New Jersey, Marcus was directly accountable for 20,000 individuals and a $1 billion budget. In his three-year tenure, he reduced the overall agency budget for three consecutive fiscal years, netting $70 million in savings. He realized the efficiencies as a result of strategic operations investments that reduced the prison population by 36% during his tenure. As the Chief Executive Officer, Marcus galvanized his workforce with a focus on increased productivity and professional development, launching the organization’s first ever “Workforce Wellness Initiative,” providing employees access to mental health, financial planning, physical health and spiritual counseling services. As a licensed attorney in the State of New Jersey and the District of Columbia, Marcus’ legal skills have been utilized to spearhead a wide-range of issues from criminal justice reform to multimillion dollar procurements.
With a Juris Doctor from Seton Hall University School of Law and a Bachelor of Arts in Government from the College of William and Mary, paired with a multitude of partners at the state and federal levels, Marcus has successfully lobbied for additional resources through both written and oral testimony, and has successfully appeared before numerous legislative bodies throughout his career. He is the past Northeast Regional Chair of the Correctional Leaders Association (CLA) and recently served as the elected Vice-President of CLA by his national peers. A Virginia native, Marcus’ work ethic and drive allowed him to relocate and establish himself as a true leader. Hicks has served three Governors and currently resides in New Jersey.
Chief Project Officer
Ms. DeVico-Price joined The Corrective Impact Group, bringing more than 25 years of experience managing quality, accreditation, and compliance programs in correctional facilities. She has an extensive background in operations, data analysis, and process improvements. Prior to joining Corrective Impact, Tina served as a Director of Regional Operations and Partnership Development for a well-known behavioral health triage center, where she was responsible for medical and mental health services for local government facilities in the northeast, creating staffing plans, and strategizing new business opportunities. She was the Director of Quality Management for a major correctional treatment provider, where she was responsible for leading the company’s quality management process. This included overseeing more than 100 external audits and 300 internal audits, initiating process improvements, and collecting data for more than 60 facilities nationwide. Tina has a green belt in Lean Six Sigma. She earned a Master of Arts degree in counselor education with a concentration in substance abuse from Kean University. She also holds a Bachelor of Arts degree in psychology and a Bachelor of Science degree in administration of justice with a certificate in criminology from Rutgers University.
Associate
Ms. Pansulla joined The Corrective Impact Group as a healthcare executive with 25 years of experience in diverse healthcare environments, including nursing care, operations management, and financial management. She has 20 years’ experience in the operations of correctional medical departments maintaining comprehensive services, compliance, and accreditation to both small and large facilities. Her previous experience also includes three years as a Consultant Medical Monitor for the U.S. Department of Justice. She has also served as a preceptor for the Rutgers University School of Nursing
course in nursing leadership and management. Ms. Pansulla is a licensed RN in the State of New Jersey, a Certified Correctional Health Professional (CCHP), and is Six Sigma certified. She earned a Master of Business Administration degree with a focus on healthcare administration and management from Benedictine University and a Bachelor of Science in Nursing degree from Fairleigh Dickenson University.
Communications Director
Heather brings years of experience in digital marketing, communications, customer service, and organization to TCIG. She has a diverse background in social media marketing, email and newsletter campaigning, networking, management, and more. From her years in management, Heather has developed crucial marketing skills that have driven strategic business growth with tangible results. Working in the veterinary industry, Heather developed strategic marketing goals across multiple organizations that exponentially increased sales and quality of care. In her years in operations management, she has demonstrated organizational and communication skills that have created and nurtured successful networks. Heather obtained her Bachelor of Science degree from University of California, Santa Barbara, as well as her Master in Business Administration from the University of Redlands, where she specialized in marketing and optimized crucial marketing skills.
